Membership Qualifications

Membership in the National Association of Railroad Referees (NARR) shall be available to any individual who has been selected or appointed directly by the parties (Railroad Companies and Labor Unions representing Railroad Company employees) or by the National Mediation Board to hear and decide labor-management disputes in the railroad industry as a Referee for the National Railroad Adjustment Board; as a Neutral Member of a Public Law Board or Special Board of Adjustment; as a directly selected Arbitrator; as Chair of a protective Disputes Committee; or the like.  An individual who currently serves as a partisan practitioner in railroad labor-management disputes or performs other services as a partisan practitioner in railroad labor-relations is not eligible for membership in the Association. (NOTE: Being a member of the National Mediation Board Roster of Referees does not, in and of itself, make one eligible for NARR membership)

Eligible individuals must complete the form that pops up when paying for membership. On the form where it asks, “List a Board for which you have been selected”, you must include the type and number of at least one Board, or the like, to which you have been selected or appointed by the parties to serve as the Referee, Neutral Member, Arbitrator or Chair (i.e., PLB#1234; SBA#5678; NRAB-0001-12345; etc.).

NOTE: Those applying for NARR membership, despite not meeting the above eligibility criteria, will be reimbursed any membership dues paid less any administrative and processing costs incurred by NARR.
