MISSION:

The aims and purposes of the National Association of Railroad Referees are (1) to promote mutual exchange of ideas and information among its members concerning items of mutual interest; (2) to communicate with the National Mediation Board and other appropriate agencies, groups and organizations to offer aid and assistance as is deemed appropriate in the promotion of railroad arbitration; (3) to be available to the National Mediation Board and other appropriate agencies, groups and organization to offer comments upon various suggestions and requests as they may solicit same; (4) to obtain and distribute to the membership information and documentation of interest to the professional pursuit of the members; (5) to engage in educational pursuits as may be appropriate; and (6) to take other action to promote the interests of railroad arbitration as deemed appropriate by the Association to achieve the aims and purposes of the organization.

Diversity, Equity, Inclusion and Belonging (DEIB) improves the National Association of Railroad Referees’ (NARR’s) effectiveness and creativity by bringing different perspectives, experiences, backgrounds, talents and information into the railroad arbitration arena.

A Brief History:

The first meetings to form the National Association of Railroad Referees took place in July 1991. During those meetings the by-laws were created, and Joseph Sickles was elected as the association’s Interim President. The first Annual Meeting was held in May 1992 where Joe was elected as the association’s first official president.

Below is a list of NARR presidents since that time

1991 – 1994: Joseph A. Sickles

1995 – 1998: Herbert L. Marx, Jr.

Herb assumed the presidency effective January 1, 1995 upon President Sickles’ resignation.

1998 – 2000: M. David Vaughn

2000 – 2004: Francis X. Quinn

2004 – 2006: M. David Vaughn
